Two signer nodes lost their peers

Two signer nodes lost their peers on 28 October and fell behind while the others kept sealing. Both were reconnected on 7 November; all six seal in turn again.

Impact: Two of six signers not sealing for about ten days; no chain halt observed
Root cause: Peer discovery through the bootnode returned no peers, and no static peers were configured
Fixes: Static peers on every signer; self-healing watchdog every 60 s; automatic recovery of hung machines; daily snapshots; alerts for fewer than five active signers

Between 13:06 and 13:20 UTC the public RPC briefly served a shorter chain, then the canonical one again.

Known: Same genesis, different hashes at identical heights during the window
